PhilRice Offers Rice Research Scholarship

Philippine Rice Research Institute (PhilRice) is offering scholarships to scientists, researchers, and thesis students to carry out rice research under the Institute’s research fellowship program.

Grants for research and graduate research assistantship vary from P150,000 to P300,000 (about $3,600 to $7,200) and a monthly stipend of P30,000 to P50,000 (about $720 to $1,120). While the research fellowship will support researchers for six months to two years, graduate research assistantship will be supported for two semesters.

The executive director of the Philippines-based institute said that rice research will help students to grow while also contributing to the nation’s goals of achieving self-sufficiency in rice.

Philippines Agrees to $400 per Ton Price for 100,000 Tons of Vietnam Rice

The Philippines’ rice buying agency, the National Food Authority (NFA), has allotted the 100,000 tons rice supply order to Vietnam at a price of $400 per ton.

Earlier this week, it was revealed that the NFA had agreed to import 20,000 tons of rice from Vietnam at $470 per ton. This means that the Philippines will be paying Vietnam a total of $49.4 million for the 120,000 tons rice imports under the government-to-government deal that the NFA was tasked to import.

Viet 5% broken rice is today quoted around $420 per ton while Viet 25% broken rice is shown around $375 per ton, about $175 per ton and $200 per ton below Thai 5% and 25% rice respectively.

NFA officials have said that the $470 per ton was high, and that the $400 per ton is also high considering that it is a government to government deal. However, Philippine sources say the government accepted the price because the only other bidder was Thailand which had quoted much higher prices.

The Philippines has made it a policy to consider applications from only those countries that sign an agreement to prioritize rice supplies to the Philippines. So far, only Thailand and Vietnam have signed the agreement with the Philippines.

The Philippines has targeted a total of 500,000 tons of rice imports in 2012 – including the 120,000 tons government-to-government deal with Vietnam and 380,000 tons via private traders and farmer groups.

Grow Vegetables around Rice Fields to Prevent Pest Outbreaks, PhilRice Says

The Philippine Rice Research Institute (PhilRice) institute recommends planting vegetables around rice fields to reduce attack by pests and insects on rice plants and to promote organic farming.

A scientist from PhilRice says that vegetable plants provide food and shelter to several predators of rice infesting pests and insects. The scientist said that farmers should adopt “ecological engineering” strategy that helps reduce use of pesticides, and earn some extra money.

The scientist said, “Farmers apply pesticides about six times in a season. Pesticides must only be used as a corrective measure during pest outbreaks. To prevent outbreaks, we recommend the conservation of natural enemies to lessen the unnecessary and costly use of pesticides.”

The scientist said that okra (lady's fingers), kalabasa (melon), talong (egg plant) are considered good vegetables for planting, while spiders, coccinelid beetles, long-legged flies and yellowish-brown ants are beneficial insects in rice farming.

Vietnam to Supply Philippines with 120,000 Tons of Rice in G2G Deal

After bagging the 100,000 ton rice tender from the Philippines last week, Vietnam has been selected to supply the remaining 20,000 tons of rice that the Philippine rice buying agency National Food Authority (NFA) was tasked with buying earlier this year.

The Philippines is targeting rice imports of 500,000 tons in 2012, of which 380,000 are allotted to farmer organizations and private traders, while the remaining 120,000 tons allotted to the Philippines’ NFA.

Thailand’s application was rejected last week due to high prices, while Cambodia couldn’t participate in the tender process as the country did not sign the mandatory rice trade agreement with the Philippines before the nation’s deadline.

Shipments are expected before lean months start in July.

'No more rice imports in 2013'

ZAMBOANGA CITY, Philippines – The Philippines will no longer import rice in 2013 because it has already reached sufficient production of the food staple, according to Agriculture Secretary Proceso Alcala.

Alcala said the country will be on trial export of a variety of rice early next year and the first target will be in the Middle East.

He said the country used to require 21-million metric tons of palay and the rice production from 2012 to 2013 will reach 20.4 million metric tons, which will reduce the need for imports to 500 metric tons.

He said the difference was very slim and if not for the recent typhoons that hit the rice producing areas in Luzon, the deficit would have already been wiped out.

“We have reached enough production of rice. We are on the right track in submitting the food staple sufficiency,” Alcala told newsmen here over the weekend.

The agriculture secretary added that what is being imported are just buffer stock.

“Early next year we will start trial export variety of rice with the bilateral agreement with Qatar,” he said, adding that they are now in the process of expanding the production of ‘basmate’ rice, a long grain variety said to be a favorite in the Middle East.

Alcala said they will maximize rice production and were checking on island municipalities to develop the potentials.

Gov’t looking to finalize rice deal with Cambodia

(April 15, 2012 | MANILA, PHILIPPINES): THE GOVERNMENT expects to sign a rice supply deal with Cambodia within two months, an Agriculture official said, adding to existing agreements with Vietnam and Thailand.

“Representatives of the DA (Department of Agriculture) have an ongoing communication with them. We can finalize and sign the agreement in two months,” said Dante S. Delima, Agriculture assistant secretary and National Rice Program coordinator.

“Once we are able to sign a MoU (memorandum of agreement), we can tap them as a potential source of our rice imports,” he added, noting that both parties were unable to finalize a deal during the Association of Southeast Asian Nations summit earlier this month.

The National Food Authority (NFA) last week said it intended to notify Vietnam and Thailand that it would be seeking state-to-state deals for 120,000 metric tons (MT) that will be added to the country’s buffer stock.

“We might not be able to include Cambodia in this year’s importation yet because we would need to have signed an MoU before we do any government-to-government deal with them,” Mr. Delima said.

Under the proposed agreement, Cambodia will prioritize the Philippines should the latter seek to purchase rice, he said.

“Like in our other deals, we will not be required to buy rice from them,” Mr. Delima said.

He added that Cambodia was also seeking cooperation for the development of its agricultural sector, particularly through partnerships for technical services, capacity building and possible countertrade deals, among others.

The Agriculture department, through the NFA, imports rice to ensure adequate stock of the grain, especially for the lean months of July to September.

Cambodia Rice: No word on Philippines rice deal, exporter says

Green Trade, a state-owned, milled-rice exporter, had not been updated on a government-to-government rice deal with the Philippines despite recent media reports that claimed a deal was near.

Although a proposal for exports to the Southeast Asian neighbour had been made, Thon Virak, director of Green Trade, said yesterday:

“So far, there is no progress on the deal. We got the proposal from them a long time ago, but it’s been very quiet. I don’t know for sure when we can reach the agreement.”

He added that the Philippines expressed interest in importing about 200,000 tonnes of milled rice last year. Indonesian media reports claimed the two countries were close to signing a deal for 120,000 tonnes of milled rice.
