Cambodia Rice: Japan wants to test their rice seed in Cambodia

Coordinators in Rice crop Research Center in Japan showed a purpose that they want to cooperate with MAFF and to test on Japanese rice seed to apply in Cambodia. Top officer of MAFF got this idea to consider.

Mr. Tosiyoki Maahara, director of SOEI CORPERATION Co, Ltd and PLANT GENOME’s spokesman told Mr. Chann Sarun, Minister of MAFF on March, 16th that in be haft of a coordinator in PLANT GENOME center which is a Japanese Rice crop Research Center, he aimed to cooperate with Cambodia in Japanese rice seed testing in order to participate in promoting and raising up the agricultural field in Cambodia, especially rice crop. In addition, his company will cooperate with Japanese Rice crop Research Center to carry out the research and experiment of Japanese rice seed in Cambodia by utilization of Japanese money package in term of ODA Mekong- Japan in future.

MAFF’s officer told Raksmey Kampuchea that a meeting in office of ministry was welcomed warmly by minister of MAFF, especially Japanese’s focusing in agricultural field in Cambodia. The minister got a Japanese officer’s request to consider, to check the reality result for co-cooperate with specialization sectors in Cambodia. The minister also told the guests that in past time in Cambodia territory used to have Japanese rice seed testing by Vietnamese company in Arng Yang province which its result was high and were fully brought by company.

The minister also confirmed that Cambodia has rice seed researching center too which can guarantee the technical seed experiment that has laboratories in province, has agricultural development communities in base for to join this work practice.

Japanese officer expressed the pleasantness to the minister’s response and pleasure for the ministry’s invitation that want him to visit in Cambodia Development and Research Institute.

Cambodia is becoming one of rice exporting countries, where 80% of its people doing the agriculture conventionally to industry model. As reported, Cambodia still have a surplus stock upto 2 million tones of rice available for export in 2010.

Royal Government of Cambodia have set up the policy to support the Agriculture Industry, Especially on Rice export where the stock surplus is available upto 2 million tones per year.

Cambodia Rice: New International standard rice mill in Cambodia

CANADIA Bank Plc has begun construction on an US$8 million rice processing facility in Takeo province, aiming to process rice for export to the international market, company officials said.

Set up in the province’s Doun Keo district, the mill will be capable of processing up to 500 tonnes of paddy per day, Canadia Investment Department Manager Rien Samrith said.

“We want to invest in this province because of its potential for agriculture, and we want to push people to produce more rice,” he said.

Construction on the facility began earlier this month, and will be finished by September this year.

The firm claims to have a three-month timeline to complete the factory, as operations are to begin in October to meet demand from China, he said.

“We have already connected with business partners from China to export rice to them,” he said.

Takeo Governor Srey Ban said on Sunday that the province had nearly 100 rice mills, but most were not able to process the agricultural staple at international quality.

“We welcome the new investment project,” he said, adding the province had enough agricultural land to eventually produce 600,000 tonnes of milled rice yearly.

Canadia is also setting up a rice mill in Battambang province with capacity of 60 tonnes per day, with work on the $400,000 facility expected to begin next month.

Prime Minister Hun Sen has set a target of exporting 1 million tonnes of milled rice by 2015.

Cambodia Rice: North Korea wants to buy Cambodian Rice

NORTH Korea aims to import rice from Cambodia, as well as explore for mineral resources, officials said yesterday.

High-ranking officials from Pyongyang met with their Cambodian counterparts in Phnom Penh yesterday, signing agreements on economic and trade cooperation.

The two countries had signed seven cooperation agreements beginning in 1993, but they were never implemented, said Ministry of Foreign Affairs and International Cooperation Secretary of State Ouch Borith following meetings.

The bilateral agreements range from cultural cooperation to trade promotion to establishing a joint IT committee.

“The agreements have never been actually implemented. Therefore, [yesterday] we agreed to push for actual implementation in the near future,” he said.

The North Korean signatory was their Deputy Trade Minister Ri Myong San.

North Korea had pledged to assist Cambodia with exploring for gold, iron and aluminum, as well as construct small-scale hydroelectric projects. Cambodia aims to export agricultural products such as rice, corn and beans in return, he said. Earlier this month, the European Commission agreed to provide 10 million euros (US$14.54 million) in emergency good aid to North Korea after find hundreds of thousands at risk of starvation.

Ouch Borth said North Korea has promised to study markets in Cambodia. “We don’t have the investment from the North Korean at the moment beyond its restaurants,” he said.

Cambodia has a long history of strong political relationships with North Korea, dating to former king Norodom Sihanouk’s relationship with former North Korean leader Kim Il Sung.

Ouch Borith said North Korea had offered to sell agricultural machinery to Cambodia, such as tractors, at cheaper prices than Western countries and wanted to provide expertise in developing mines.

“We have only small and medium-sized enterprises, not big industries, but Cambodia’s natural resources are huge, such as minerals, gold, iron and aluminum,” he said.

• Helping to retain soil moisture, reducing the stress due to temporary moisture stress
• Improving the soil structure
• Helping to prevent topsoil erosion (responsible for desertfication and the Dust bowl.
• The necessity of reapplying artificial fertilizers regularly (and perhaps in increasing quantities) to maintain fertility.

• Extensive runoff of soluble nitrogen and phosphorus.
• Costs are lower for if fertilizer is locally available.

Cambodian banks aim to ride agriculture boom

* Cambodian banks see strong deposit growth
* Agricultural investments may help loan market expand

By Frederik Richter PHNOM PENH, June 28 (Reuters) - Cambodian banks are hoping that a surge in agricultural investment will bring in the customers they need to take out loans and put to work the cash flooding into the frontier market's overcrowded banking system. Cambodia, which is due to open a stock exchange this year, is attracting investment to rural areas as it seeks to move from exporting primary crops to milling rice and packaging seafood to sell abroad. Foreign donors have vastly expanded rural road networks and firms from Vietnam, Thailand, Malaysia and beyond are scrambling to buy land and expand rubber and rice plantations. But while the streets of Phnom Penh are cluttered with bank branches and cash machines, banks have ignored rural areas. "We have an operation about 100 km away from Phnom Penh. Every month we physically carry about $50,000 because there is no bank," said T. Mohan, chief executive of Virtus Group, which advises foreign investors in Cambodia. "We're trying to encourage our bank to set up an operation there in the near future. In six to twelve months from now (our clients in the area) will be looking at millions of dollars in transactions for payrolls, expenses, development costs." Four senior members of Cambodia's murderous Khmer Rouge regime went on trial this week in a reminder of the bloody past that left the country in tatters in the 1970s. But the economy has grown strongly over the past decade and Cambodia's banks need to find new ways of lending as their deposits surged 26 percent last year. "You're seeing a general deepening of the financial sector. There's more people coming into the formal financial sector instead of keeping their money under the mattress," said Stephen Higgins, chief executive of ANZ Royal Bank, partly owned by Australia and New Zealand Banking Group Ltd . Cambodian banks' loan business has so far been largely limited to lending to property owners, but bankers say they are eager to also finance machinery, warehouses, issue letters of credit and offer the first consumer loans to the country's tiny but growing class of white-collar employees. "A family that earned $200-400 a few years ago, as employees, can now earn close to $1,000, and maybe even up to $2,000," said Dieter Billmeier, vice president at Canadia Bank, speaking at the bank's headquarters, Phnom Penh's first high-rise tower. He said Cambodian banks could expand their loan books by up to 10 percent on consumer loans alone over the next two years. Canadia Bank plans to lend about $100 million to the agriculture and food processing sectors over the next 18 months, he said. TOO MUCH CASH Lenders in general, however, are struggling to use their cash and bankers say the country's 29 banks are more than the market can sustain. In comparison, there are only 10 banks catering to the much larger Malaysian market. "Many of the banks here aren't profitable. There's not enough business volume," said Billmeier. The top four, Public Bank of Cambodia, Canadia Bank, ANZ Royal and ACLEDA Bank, control about 75 percent of the loan market and deposits. For a factbox, click Even so, Chinese state-owned banks such as Bank of China are looking to expand in Cambodia and bankers say Malaysian lenders such as Maybank and CIMB that already operate there are looking to buy into local banks. Billmeier said Canadia Bank was looking for an international investor interested in buying up to 30 percent of the bank from its owners, the local Pung merchant family. He said regional banks in Hong Kong, Malaysia or Singapore would be a good fit. "The business climate has improved a lot in Cambodia without getting any attention," said Douglas Clayton, managing partner at Leopard Capital. The firm's $34 million equity fund holds a stake in ACLEDA, which started out as a provider of micro-finance and is still today the only bank present in many rural areas. "The legal environment takes a long time to improve but we hope for one law every year," said Clayton. In recent months, new legislation has made it easier for banks to seize assets from customers who default on loans, which should allow such loans to expand. Port shipment in Cambodia soar

SHIPMENTS through Sihanoukville Autonomous Port have increased this year largely on increased exports of rice and acacia wood, Director General Lou Kim Chhun said.

Some 91,100 Twenty-foot Equivalent Units (TEUs) were transported through the facility between January and May, an 8.7 percent increase on shipments during the same period last year, according to port statistics.
An increase in shipments of products such as garments, oil and coal were main drivers of the growth, though agriculture and timber products were showing the largest increase, he said.

“Rice and acacia-wood exports jumped better than expected in the first five months,” Lou Kim Chhun said on Tuesday.

The port is currently shipping 10,000 tonnes of acacia wood to China each month, while imports of oil are also on the rise.

Lou Kim Chhun highlighted the potential of rail shipments from Phnom Penh to the port as increasing overall exports.

The rail link between the capital and Touk Meas in Kampot province opened last year, while the leg between Kampot and Sihanoukville is slated for completion this year.

“We strongly believe that when the railroad from Touk Meas links with Sihanoukville port, shipments through the port will increase more next year,” he said.

One of Cambodia’s largest trucking companies, So Nguon Group, is taking a wait and see approach to competition from rail.

“We don’t think it will affect our business of transportation, but we don’t know yet. We will wait to see the situation at the time,” said its President So Nguon on Tuesday.

Cambodian Rice Exports Show Rise

Growing demand from European markets, natural disasters and drought in rice producing countries has led to rice exports doubling in the first four months of the year, according to Ministry of Commerce officials.

Cambodia’s total rice exports reached 42,669 tonnes worth US$24,437,959 from January to April 2011, compared to 21,322 tonnes worth $12,178,797 in the same period last year. “Demand is picking up throughout European countries because we now export directly, whereas before we just sold crops to neighbouring countries which processed for export,” said the ministry’s Director of Statistics Kong Putheara yesterday. “Some countries, such as China experienced droughts recently, but we have not, and that’s why we need to supply more,” he said. “I think China will require more rice from us this year.” He also highlighted growing opportunity in Europe from Cambodia’s status as a Least Developed Country.

Cambodia’s exports to the European Union do not pay tax, which provides its rice shipments with savings of about $150 per tonne, Kong Putheara added. “You can export freely without limitation on quota,” he said. However, many local producers still do not meet international standards of quality required by European buyers. “We have not met our clients’ needs yet, but if we achieve this, we can sell at much higher prices.” Cambodian government officials have targeted 1 million tonnes of rice exports by 2015.

Cambodia's Royal Ploughing Ceremony 2011

Cambodia on May 21 celebrated the annual Royal Plowing Ceremony this year at Meru field in front of National Museum near Royal Palace in Phnom Penh under the presidency of his majesty king Norodom Sihamoni. This Royal ceremony also told the local people about the time for planting agricultural crops has arrived and it usually marked the arrival of the rainy season.

World Rice Production to Rise 3% This Year, UN’s FAO Forecasts

World rice production is forecast to rise 3 percent this year, based on expected better weather and government support for farmers, the United Nations’ Food and Agriculture Organization said.

The 2011 rice harvest is estimated to climb to 720 million metric tons from 699 million tons, or 480 million tons on a milled basis compared with 466 million tons a year earlier, the Rome-based FAO said in report on its website.

Price gains for rice, a staple for half the world, have trailed those of other grains. Thai grade-B white rice has gained 6 percent in the past 12 months, compared with a 56 percent gain for Chicago wheat prices.

“This rather buoyant outlook relies on expectations of improved weather conditions, as the effects of La Nina look set to dissipate in the next few months,” the FAO said, referring to a weather pattern that brings excessive rain to Southeast Asia. “The bulk of the increase is again expected to stem from good performances in Asia.”

Output is also expected to rise in Europe, Australia and Latin America, while the rice harvest in Africa is forecast to be little changed, according to FAO. U.S. rice production may slide 15 percent in 2011 as farmers switch land to more profitable crops, the UN agency said.

The rice crop in Asia is forecast to climb 3 percent to 651 million tons, or 434 million tons on a milled basis, based on “sizeable” increases in China and India and a recovery of production in Pakistan, the FAO said.

Production increases in Asia will be “widespread,” with gains countries including Bangladesh, Indonesia, Vietnam, Cambodia and the Philippines, the FAO said.

“By contrast, the outlook has been marred in Sri Lanka by consecutive rounds of floods, and in Japan, by the March 11 catastrophic earthquake and ensuing tsunami and nuclear crisis,” the FAO said.

Joint venture eyed for Cambodian rice

Toyota Tsusho, the trading arm of Japan\'s Toyota Motor Corporation, has teamed up with Thailand\'s Huay Chuan Rice Co to cash in on Cambodia\'s growing rice industry.

The alliance, which includes Malaysian investors, has been in talks with Cambodian businessmen for a venture that would initially set up a rice mill and processing plant for export.

Chookiat Ophaswongse, managing director of the Huay Chuan Group, said Takeo province on the Vietnamese border is being considered. Takeo is about 150 kilometres east of Sihanoukville, Cambodia\'s deep-water seaport, which would facilitate shipments.

Cambodia\'s rice industry has grown rapidly in recent years following the government\'s policy of promoting exports once local production is sufficient for local consumption.

Mr Chookiat said Cambodia should have four million tonnes of unmilled rice for export this year - 3.5 million tonnes to Vietnam and the rest to Thailand.

"The Cambodian government has opened the market wider to foreign investors, especially those bringing in new technology and R&D for improving the local rice industry," he said.

Cambodia reportedly shipped 900,000 tonnes of rice in 2010, almost double the 500,000 tonnes in 2008. However, the actual volume may be even higher due to inefficient data gathering.

Mr Chookiat said the proposed venture will also consider the next phase - a fully integrated rice operation.

It would develop quality jasmine and glutinous rice seeds, promote higher-quality farming and process the rice for both consumption and use as an ingredient in a vinegar factory.

"The Japanese firm already produces vinegar in Vietnam, but supply problems are prompting them to seek new sources," said Mr Chookiat.

Toyota Tsusho earlier met with Huay Chuan Rice to discuss a possible joint investment in rice-based products such as flour and crackers for domestic consumption and export to Japan.

But last year\'s political unrest in Bangkok put that project on hold. As well, Japanese investors are unsure of Thailand\'s rice policy. "There\'s a risk the new government could reinstitute the rice price pledging scheme, which could result in market and cost instability," said Mr Chookiat, who is also honorary president of the Thai Rice Exporters Association.

The association will today lead a delegation to Cambodia to promote tighter cooperation in the rice industry.

Other rice exporters including Thailand\'s largest, Asia Golden Rice Co, are working with Japanese partners to invest in Cambodian rice.

Cambodian Goverement Double Rice Miller Lending Fund

“The money is a small amount compared to market demand of $350 million. Though, it can keep prices stable as they often fluctuate because of buyers from neighbouring countries.”

The government, he said, was also preparing a $25 million fund to guarantee 50 percent of credit offered to the rice industry by commercial banks.

“We are preparing to set up credit-insured fund with 105,000 million riel guarantee for banks donation loans to rice millers,” he said.

Though, Mey Vann said that the policy was not set to be implemented this year as it required in-depth preparation. “We are working with World Bank and IFC and we schedule to involve [it] out in 2012,” he said.

RDB Head Son Koun Thor encouraged cooperation from the private sector, especially commercial banks, in donation agricultural loans.

Prime Minister: Cambodia eyes chinese market for rice export

PHNOM PENH - Cambodia's Prime Minister Hun Sen said Monday that his country is eyeing Chinese market for rice exports.

Delivering speech to the graduate students, Hun Sen said Cambodia and China are negotiating on the exports of rice from Cambodia to Chinese markets.

He said within this week, there will be a signing agreement between the two sides on the exports of Cambodian rice.

In addition to rice exports, Hun Sen said China has granted Cambodia favorable conditions in exports.

In August, the Cambodian government announced that it had set 2015 to show this nation's competence in becoming one of the major rice exporters to world's markets.

Hun Sen said by reaching the target, it must start from the first production of "rice surplus" at the reach of "more than 4 million tons" per year and at least 1 million ton of the amount will be allocated for export, while at the same time the rice must "meet an international standard."

He said, despite the fact that Cambodia is rich and potential enough in rice production, the real yields are not yet satisfied compared to neighboring countries.

Hun Sen said in 2008, Cambodia could only produce 2.6 tons of rice per hectare of land, while Thailand could produce 2.8 tons, Laos 3.5 tons, and Vietnam 4.9 tons.

He acknowledged that one of the major blocks to large rice production in Cambodia is shortage of water.

About 80 percent of Cambodia's 14 million population are farmers. Last year, Cambodia produced more than 7 million tons of rice.

720 million USD loan Needed: Rice Miller Association

CAMBODIA’S Small and Medium Industries Association warned that domestic rice millers require US$720 million in loans this harvest season, or they risk being out-competed by foreign merchants.
“We cannot compete with buyers from Thailand and Vietnam to buy grain if local rice mills can’t receive more capital from the government or private banks,” said the association’s secretary general Ut Ren.

Cambodia has about 100 millers, which purchase paddy from farmers, process the rice and sell it to dealers. If the millers are able to borrow short-term funds, they can purchase more paddy and sell more processed rice.

A typical Cambodian rice mill can process between 2 and 6 tonnes of rice per hour, said Ut Ren, and generally possess capital of between $50,000 to $70,000 to buy paddy during the harvest season.

Sur Kheang, president of the Kampong Cham provincial rice millers’ association, said its 35 members were clamouring for more capital to purchase paddy. He said his association required an additional $2 million to add to its present capital of $390,000 to fund its lending to millers this harvest season.

“A call for extra funding for rice mills is a very good idea. Many of our rice mills are facing a lack of capital to buy rice,” he told The Post.

Schemes are underway to increase agricultural loans to millers.

The government has prepared to lend $36 million to the state-run Rural Development Bank in order to lend to rice millers, with a focus on those firms with capacity for exports, according to its director general Sun Kunthor.

Some banks are also increasing their loan portfolio in the field.

In Channy, chief executive officer of ACLEDA Bank – the Kingdom’s largest agricultural lender – said the bank had lent $112 million to develop rice production from the start of the year to the end of November, a stark increase on its loans of $78 million made to the sector last year.

“We are not afraid to grant loans for buying rice, since we see there are now modern rice processing machines in Cambodia, and also increased orders from overseas,” he said.

The Kingdom’s updated rice policy aims to ramp up exports of milled rice.Cambodia’s stated aim is to hit 1 million tonnes in rice exports by 2015.

Cambodia Rice export target given price tag

ACHIEVING Cambodia’s goal of exporting one million tonnes of rice per year by 2015 will require investments of US$350 million over the next four years, according to a Ministry of Economy and Finance official.

“Cambodia currently has the capacity to produce 200,000 tonnes of rice for export, because we lack capital and high-standard rice mills,” said Ministry Secretary of State Hang Chuon Naron yesterday.

Speaking on the sidelines of a conference on “Environment, Agriculture and Development”, he said that it would take $150 million to build high quality rice mills, and another $200 million to buy unprocessed rice from farmers, to meet the 2015 goal.

The Government was working with commercial banks on easing financing restrictions, aiming to increase loans for rice traders and mill owners, Hang Chuon Naron said in his conference speech.

Minister of Agriculture, Forestry and Fisheries Chan Sarun said increased focus on the agricultural sector meant it was expected to grow further in the years ahead.

Cambodia’s total rice harvest is expected to hit 8.25 million tonnes this year, with supply exceeding demand by 3.9 million tonnes, he said.

Last month, the United Nations Food and Agricultural Organisation revised upwards projected 2010 rice production in Cambodia to 8 million tonnes, noting much of the surplus ends up as unofficial cross-border exports to neighbouring countries.

Cambodia Centre for Study and Development in Agriculture President Yang Saing Koma said that the availability of financing and high interest rates were the largest hurdle towards meeting the 2015 rice export target.

“This is a problem,” he said. “We need a lot of money.”

A majority of Cambodians depend on the sector for a living, making rice farming important for economic growth but also for employment in rural areas, he said, adding that the goal of one million tonnes’ exports by 2015 was achievable. Increased lending ought to come from several sources, including commercial banks, state-owned Rural Development Bank, the Government, and development partners, he said.

“The problem is money, as well as the interest rate. It’s still relatively high compared to Vietnam and other countries,” he said.

ACLEDA Bank President In Channy said commercial banks in Cambodia had increased their loans to the agricultural sector significantly over the past year.

“Commercial banks may cooperate with an increase in credit to the sector,” he said.

ACLEDA Bank accounted for some 58 percent of overall lending to the agriculture, forestry and fishery sector in 2009, the latest year for which National Bank of Cambodia statistics are available.

Last month, the World Bank and the Government launched a programme to improve access to loans by agri-business by guaranteeing 50 percent of loans to the sector by participating commercial banks.
